What is the price of bike/scooter rent in calangute-baga area in early January?

On my next trip would like to buy a seconhand bike/scooter to travel around Maharastra/ Gujrat/Goa.
I have seen lots places mostly in mumbai but also in goa where police seem to stop them and check papers/ or take money. This is more common in city of Pune I am told.
What I would like to know from Imikers is
What paperwork would I need besides ownership/ insurance. Is there any tests to be carried out and where these are carried out.
How much do you pay to the police to avoid being hasseled.
Any other relevant information I may need. Also can you take your bike interstate or do you need any papers you need to enter another state and where do you get them from.

If you are on a tourist visa you cannot legally buy a bike/car etc.

The reason for asking is While on a holiday in Mahbaleshwar I saw a German guy who had bought the bike at least that is what he told me.
