Where are you staying? Rentals are everywhere. "Legal" have yellow plates. Carry your licence.

Lightbulb

La Ben is on the beach road and there are rental boards out all the way to the beach. I suggest you ask at La Ben first and then compare prices outside.

Since you know a lot about Goa! I was checking this place called Mango Grove Guest House which is about 7 kms from Colva beach in think on Benaulim.
Is Benaulim a quiet place unlike Colva, where there are loads of restaurants and bars on the beach road????

I was in baga last year and there were 2 guys who worked at the hotel who let me borrow their Honda activa's. They always made sure I knew the documentation was under the seat but I didn't know anything about IDP's til I read this forum. I was out on the scooter all day for about 10 of the 14 days I was in baga and never once seen any police. If I get a IDP without a full motorcycle license, can I still hire and ride a scooter legally?

You were simply lucky last year..... and of course you could be lucky again this year too!

Think about it, you could get away with the same offence at home, but if caught there would be penalties.

No you are not legal if your IDP doesn't cover full licence for motorcycle.
