I have never visited the mentioned beach but i can tell you that it is not common in India and in most part of south east asia.

There is no problem with out-of-the-way nude sunbathing in India. I prefer to do mine near a mountain stream while trekking.
Usually the only people who spot me are in helicopters that are practicing their touch-and-go landings at the SASE (Snow and Avalanche Study Establishment) north of Manali. A more accurate location would be north of Vaishist and west of the large waterfall.
A good place for nude bathing in Goa would be a kilometer north of the brackish lagoon at Arambol. At Palolem I would suggest wading out to Canacona Island. I've heard there are some small coves on the mainland just north of Canacona Island that would also serve this purpose. You don't have to get that far off the beaten track.

In a word NO. You'll get a lot of hassle from the locals and police!

Nude sunbathing seems to be on the increase in Palolem.

More likely the locals will take the law into their own hands. They're getting fed up with police inaction.

Apparently Mountbatten did (not in Goa) - when he was suppose to be dealing with the Kashmir/partition problem - but those were different times / rules.

i was 'busted' in Anjuna in 1976 for being naked. apparently i wasn't on the naked-tolerant part of the beach! taken to Mapusa by 4 cops in a jeep, then back to Anjuna as i'd left my passport in my hut, then back to Mapusa, put in a cell for about 10 minutes, then appeared before a big bloke in his office where the cop with me announced "indecent exposure". i was fined.....25 rupees.... then driven back to Anjuna in the jeep.
I have seen lots of people doing it at Palolem - i meant nude sun bathing
