this thread is interesting...

once in Goa, I saw an Indian couple bathing in the ocean. The woman was topless and the man was holding her in the water and was kissing her. I was very perplexed to see this kind of behavior from an Indian couple as I know they are very reserved.

In Calengute I also saw Indian couples lying down on the beach and the men being affectionate with their wives. The men had their hands on the women bodies.

So I am not really sure why would you have had a hard time in Goa being affectionate in public.

In India sometimes I would see young couples being rather affectionate in public parks. They were holding hands and sometimes kissing.

I tend to think that Indian people sometimes pick on tourists just for the heck of it.

kohinnor's story sounds a little odd. I agree with Passingby.. may be the cops were picking on the tourist to see if they could make a quick buck. But given that the man was local, it becomes really intriguing.

The law in India is very ambiguous when it comes to public indecency/mischief. Even whistling at a girl who is passing by can lead to a charge of eve-teasing. Two constables were charged for making vulgar comments at a woman in a cafe in Panjim.

It's the "slippery slope" argument. If the cops let couples lie head-in-lap, it's a straight shot to full-bore intercourse! Young couples from all over Goa will descend on that beach as the new make-out haven, where the cops will permit any lacivious behavior. Right-thinking pillars of society will be scandalized, and a kerfuffle will ensue. The chief of police will have a huge nightmare on his hands, calls from the CM, the newspapers, All India Radio, and all that, so it's just easier to have his guys ask you and your partner to stop canoodling.
