New regulations for buying used vehicles

Security net cast on sale of secondhand vehicles!
BY HERALD REPORTER
PANJIM, SEPT 25 — After rented houses, its now purchase and sale transactions of secondhand vehicles (cars and two-wheelers) which have come under scrutiny, in a bid to curb use of such vehicles for disruptive and nefarious activities possibly by anti-social elements and terrorists in North Goa.

short answer: YES

To register a vehicle in Goa one must be a legal resident of Goa. Many people purchase vehicles second-hand and never register them legally. (as is the case with foreigners buying used Bullets)

I had a discussion about this the other day I always thought you needed have residential status in India to buy a vehicle!!
As in a tourist visa isn't good enough to do so legally!!

Anyone else know the legalities of this???

To register a vehicle in the State of Goa you must be a legal resident of the State whether the vehicle is new or used. Residential status in 'India' is not the same as being a resident of Goa. It is possible that other states may have their own policy in this regard.

It is fairly common for tourists to purchase vehicles second-hand with just a bill of sale and some sort of notorized letter from the seller BUT THAT IS NOT THE SAME AS REGISTERING THE VEHICLE LEGALLY. To re-sell it would be necessary to sell to either another tourist or to someone who COULD legally register it.

I have no idea how the insurance question can be dealt with once it comes up for renewal.

Apart from the vernacular newspapers, for English-language dailies there are the Navhind Times and the Gomantak Times (GT) in addition to the Herald. The Navhind Times and the Herald are more-or-less interchangeable establishment, lap-dog, rags. The Gomantak Times, now under new aggressive management, is the paper exposing the crap and corruption and is putting the prod to the police and politicians who don't much like this kind of attention in what will probably be an election year.

Unfortunately the GT is not available on-line.

The Gomantak is a Marathi paper but the Gomantak Times(GT) is an English newspaper. Both papers are owned by the same company. The Gomantak Times is unfortunately not available online.

I have to disagree. The Herald is definitely not pro-establishment although the Navhind Times is pro-establishment.
