What do they mean by "Manage"?

Are they life guards?

The way I read this, the beach belt would be a flotation device or, a leather belt, attached to a rope which can winch a drowning person back to shore.

Therefore, there would have to be people on the beach monitoring the situation - as you have said ananda, "life guards".

But I would wonder how effective this would be.

IchNurIch, you can contact people via private mail (top right hand corner of your screen). A lot more secure than giving out your e-mail address in a public forum.

Cheers
Zoltan

They're also a company that wants to manage all coastline water sport activities, so i smell a contract to run the jetski business, maybe boat trips, sailing etc...

From the mission statement:

To continuously explore profitable opportunities for establishing land & water adventure sports complexes in India
