Might be if Goans are finding it hard to get a foothold in the marketplace. Kashmiris as terrorists is spooky, there are so many of them trading all over India and they have been there so long.

Goans think it is.

In all states, out of state Indians run businesses.
In many/most states, there is some local dismay because of this. In some States more than others. In some states like Maharashtra and West Bengal, a disproportionately large share of business is run by out of state Indians.

Many/most states have been victims of terror. Most attacks have been traced to foreigners or out of state elements. So whats new?

As regards tenancy and keeping tabs on it, this makes sense everywhere. To say that Goa is some exception is incorrect.

It is usually foreigners who do not know Indian law or practice who either expect special treatment for Goa or are not surprised when it is proposed.

I'm doing it now....it is any easy procedure SO FAR should I add. It is nice to know they are trying to make Goa safer in that respect!

Thank Goodness for Kashmiris

Yes, there are lots of Kashmiris and out of state Indians doing business here in Goa, thank God!!! Kashmiris are NOT terrorists, anything but. Most are hard working, honest business people, who would not survive in business here in Goa if they weren't. Some of India's finest handicrafts can be found here, with the free market system benefiting the tourists. Goa would not be the tourist attraction that it has become if it were not for the wonderful arts and crafts that can be purchased here. I believe that discouraging out of state Indians to do business here would only hurt the economy and tourist industry here in Goa.

I have just moved here. The Goans not against outsiders once they realise you are a positive influence. They are very protective of the environment. The average goan villager is fairly informed of what is happening and the villages are so networked that your activities are pretty much mapped out. There are no secrets in India!
Also, the property prices have gone through the roof that makes the dream house unattainable.

Goa renting.

I'm travelling to India once again after a 10 year gap of working and am going to Goa for a 4 week R&R from western life. I hope to see some of the freedom I had there the last time. Only stopping for a month before heading north. I've heard that the north of Goa has now become a tourist haven (Arombol, the last time I was there, took most of the morning to get to by bike and we had to get a ferry over the river. They were building a bridge then. We had to walk around the headland to get to the only beach shack they had).
Am thinking that I will head south to where there is still the "Old" Goa. Any thoughts anyone. Hope you don't pop my bubble to much!

Do terrorists need to rent houses??? This sound like regularisation through the back door, yet more hoops for ordinary Goans to jump through, more opportunities for bakshessh to made and as is likely with these things, it will simply fade away.

It's great add the tag terrorist to any subject and your all set to go.
A couple of years ago in Gt Britain some demonstrators were denied the right to be involved in a peaceful demonstration against a new runway/airport. The reasoning : the resulting confusion would be great cover for a terroist attack.

In a state as small as Goa there's no real need to have a safe house. The border is porous and easy to cross without any police intervention.

In the 80's the IRA succesfully carried out attacks on British army bases from a cell in The Netherlands, this is an international border!

My point is this, if you think there might be oppostion to plan A, B or C then simply make some imaginary tie up with terrorism and you'll scare people into seeing your point.

Even if terroist needed a house in Goa do you really think that this will deter, of course not.
It's time to stop believing that terrorists are somehow backward and non creative.

I'm thinking this has got more to do with keeping out foriegners and making life difficult for people who let out houses, the nature of the article (I only read the bit Goancanuck posted can't open the link) is of the usual standard from a very partisan newspaper, I rate it up there with the Sun.
Why only 60 days if this is such a great idea, why retrospective to October 19th.
What criteria must you fullfill, to gain permission??

By the way whilst I'm ranting away please don't take your views on how Goans think from this paper, it seems to me to simply be a mouth piece of the Anti foreign element within Goa, which isn't the majority by any means.
