I connect to the net with my reliance phone plus usb cable. so far it has been very reliable (as in no downtime) albeit quite slow (the benchmark said about 56k analog modem speed).
I'm on a prepaid plan and an hour inet costs me about 35RS or half of that after 22:00.

depending on what you plan to do, this works out much cheaper than using inet cafes. i.e. if you mainly plan to use email, use a proper mail client instead of the webmail interface and do all the reading and writing offline. This way I need maybe 5 minutes online time instead of one hour in an inet cafe and it costs me less than 3RS instead of 40RS..

Porn. Uh... just kidding. It's a financial site related to the US stock markets. It's subscription based and I send daily reports to subscribers. I run some fairly sophisticated java programs to get my data, so dial up is not an option.

From some of the apartment ads I've seen online, many of them have back up batteries. This will be one of my requirements.

Many apartments have a back up generator these days. In the event of a blackout, it supplies common lighting and lifts (elevators). There may be an arrangement, though not always, to supply say one fan and one light point per apartment.

Of course, it all depends on the capacity of the generator and the arrangement.
