To the best of my knowledge there is no such service available in Goa.

Not in Goa, but Matheran has wonderful horse riding, beautiful well cared for horses, amazing scenery and views - the best ride of my life!

I heard of someone setting something up in Cavellossim a while back. Afraid I don't know any details as to what type of riding though.
