You could rent a bike and drive, nice but quite a long trip... I guess there would be buses that take you at least part of the way which is likely to be the cheapest option but might be difficult to organise... Best of luck

Have a look at these two maps. You need to get onto NH-17 highway, go to the first major road turning left beyond Gokarna, and proceed upto Gersoppa which is the Jog Falls. We did this trip a few years ago. The roads will be a lot better by now. The Hotel Mayuri run by Karnataka tourism is a good place to stay as it overlooks the falls, also modestly priced.

Not too sure about the roads being better!!! I drove down the NH17 to Murrdeshwar (dodgy spelling) at Christmas and the road was much worse than it was 3+ years ago when I did a trip down to Kerela on the bike. It's still a nice trip and a good way to get a tan. Not sure about Kms, but it's a long way! You can hire scooters in Goa for around 100 to 150 Rs a day (if you're lucky and wanting them a little longer perhaps as low as 70 or 80. Although make sure you have all the paper work as they sometimes stop you at the border. Once you get into Karnataka very few police hassling you....

Take the train, it doesn't always happen but you can get major problems on a hire scooter on the Karnataka/Goa border control.
There are trains to Muredeshwar, then a bus from there.
