From what I've been reading the Goan carnival has its own rites, however I'm sure those dates would give you some indication.
Main carnival season is between january 31 and february 5th this year, followed by Ash wednesday on 6th. Easter is pretty early this year (the date depends on the first full moon in spring).
These carnival dates are the same all over the world in catholic areas.
