Is it OK to use ATM's in GOA and is there a charge for doing so

typically the service provider (MasterCard or Visa etc) charge 1% commission ...

The ICICI Bank has a number of its ATMs all over Goa. But these are mainly geared for domestic card users. Not sure if they handle international cards, but I think they don't. If you want an international ATMs, you probably need to check some bank like HDFC, which has a branch on 18th June Road (the main shopping avenue for visitors) in Panjim, the state-capital. ICICI charges a Rs 25 fee per transaction through its ATMs, which are kind of unusual in India, where banking has long been a state monopoly and largely free of user charges (even if services weren't very efficient or speedy earlier).
