It is for the general public but not for animal shelters which have a license to do so.

It is a bit like that it is against the law to murder a human being but some governments have capital punishment.

I like organisations like People for Animals and also GSPCA in Porvorim, because they have a no kill policy.

But no-kill shelters need to be very well managed to make a difference. Then again, some kill shelters are worse managed and kill on top of it.

Over the years I have come to believe that localized grass root
initiatives with a no-kill policy have the best chance to make a difference.

Saying that, apparently in Chennai and Jaipur two large kill shelters are said to make good progress. Not sure whether it is true, have not been in either city of years.

No easy answers but there are more solutions than currently being promoted.

Thumbs up Thank You Again Johnny Five

I want to thank you again. The IAR contacted me and gave me a contact person in the Plolem area that picked up the donation. She also brought some deworming medication for a dog that I have been very worried about. We leave tomorrow and I was so worried that he wouldn't get the medication before I left. He was very skinny even though he was being fed every night by the beach huts (and by me also). While she was here she saw a man with two monkeys on a leash and took them away from him. They are going to go to a monkey rehabilitation place where they will eventually be re-introduced back into the wild. She is my hero. You can just watch her in action and see how big her heart is. So glad I am a member of this forum and had access to the right information. Thanks agai n Johnny Five for a quick and helpful response.
