I didn't know that - I've certainly taken beer onto the train (they probably don't bother people in AC class?), and I've once seen something confiscated at the airport, but I assumed it was the fatuous 'no liquids' rule. I routinely bring back liquor in checked baggage.
Where do you buy a permit?
