Question about "Off Topic" sub-forum

I noticed that topics from the "Off Topic" sub-forum don't appear on the list of new topics of the main page, when I'm logged or not, and don't appear on the "latest threads" list or search results lists when I'm logged out.

Is it on purpose ?
