The 996 numbering range doesn't belong to one operator in one area - its spread around a bunch of operators across a number of states. Mobile numbers starting with 9960 for example are Airtel in Maharastra, while numbers of 9961 are Idea in Kerala. The only 996 number range in Delhi is 9968 which is Dolphin MTNL. If you've got the first 4 numbers then click on this link

http://mobilecodes.blogspot.com/

trace the four digit numbers on the extreme right of the list and it will tell you the operator and area (i.e - so 9960 - A - MH means 9960 is used by airtel in Maharastra)

good luck.
