internet speeds in net cafe's

hi,

wondering if the internet coverage around rajestan is good enough to be able to use skype in net cafe's to call home without it dropping out every 2 seconds

It varies from place to place. My experience was that Skype worked pretty well in Delhi and Jodhpur, and rather less well in Shimla and Jaisalmer. Quite a few Internet cafes have Skype installed, and headsets available. I'm not saying it won't drop out, but it will last more than two seconds.
