HELP! How Do I Dial this Indian Cell Number from USA?!?!?

I have to call my Indian travel agent ASAP, and he is only on his mobile right now. I have had no problems dialling his office, but today being Sunday evening, I have to call his cell (he's expecting my call). I have tried every possible combination, I know to dial 011, country code 91. I never get through, just a recording that the call cannot be complete as dialed. Here is the basic number, though I will edit the last 4 digits:

94170-1xxxx

I have tried 011 91 then the above, 011 91 0 then the above to no avail.

HELP! I need to speak to him before I have to leave in 20 minutes!

+91941701XXXX is what you dial

that is correct, provided you need 011 to dial out of the USA (international call) on your service provider. As you know, the plus above suggests that.

If it doesnt work, something is wrong with the number, or maybe it is off- in which case you should get a recording..

Try the almond souffle at the Yak n Yeti, if the hotel and the resteraunt (down a long walk almost into the palace) still exist.

Enjoy
