i'm not sure how much more clear i can be: how common is it to find an internet cafe that has computers with DVD burners (as opposed to just having rewritable CD drives)?

These cyber cafe owners generally don't upgrade their systems as long as internet is running it.
You will find CD writers in most of them. Less chance of getting DVD burner !!

If your data is not enough then get one or two 8/16 GB pen drives.
Best bet will be to get a portable hard disk. 160GB to 500GB.

Depends where you are. DVD burning is standard in Karnataka.

thanks.

just a response to sarkar - i always travel with a hard drive and certainly all my photos go on there. but cd or dvd really is a more stable method of storage. i recommend always doing both!

You shouldn't have any trouble getting a DVD burned, but the DVD drive will most likely only be available to the owner of the shop and you'll get charged a nominal sum (50-100 Rps, including the disc). Perhaps in the larger cities, you might have more luck finding DVD drives at each work station.
