Domestic airlines - Government guidelines

I remember a government of India guideline for airlines which states that a two (or is it more?) hour discrepancy from the departure time mentioned in the booking receipt, entitles the traveler for full refund, incl taxes upon cancellation.
I wanted to recheck and see if I'm right. Is there a place on the net where these rules are available?

boarding and cancellations etc.

3.4 Long Delays
3.4.1 The airlines shall provide immediate assistance if the passenger has checked in
on time from an Indian airport for any flight including non-scheduled/ charter
flight, or for any flight to an Indian airport when operated by an Indian operator
from outside India, and if the airline expects a delay:
(a) Of 2 hours or more, for flights of 1500 km or less;
(b) Of 3 hours or more, for longer flights within India, and for other flights
between 1500 and 3500 km,
(c) Of 4 hours or more for flights over 3500 km outside India, the airline
must serve meals and refreshments, hotel accommodation when necessary
(including transfers) and communication facilities.
(d) When the delay is 5 hours or more, the airline shall also offer to refund
the passenger’s ticket (with a free flight back to his initial point of
departure, when relevant).
3.5 When affected by denial boarding, a cancellation or a long delay, the passenger
may complain directly to the airline. If the airline doesn’t fulfill their obligations, the passenger may complain to the concerned Consumer Redressal Cell/ Board or any other
National Enforcement Body (NEB).
