Question Backpack with flyingbag or no

So they say there's a risk of an airline refusing to accept your backpack.
Should I buy a flyingbag for that purpose only?
Or might the raincover be enough?

Last time I had no problem with flying with my backpack and it's outensils (or whatever you call them).
Have you had?
