hey, I have checked the links and how is it possible that low cost companies claim that a return trip fare is 1500 rs and you end up paying 7650 rs

??

Taxes and other fixed charges make a chunk of it. Rs.7650 sounds pretty reasonable for the sector.

Edit : Infact they seem to be on the lower side.

The earliest I can be in Delhi flying from Hyderabad is at 8:00 (IndiGo) or 8:30 (Kingfisher). Any idea if i can make it from the airport to the following address by latest 12:00 o'clock for sure?!?

If your flight is on time, then it should be 15-30 minutes ride to Vasant Vihar, maybe less.

yes, you are right, I don't know why I was making the conversion wrong and thought of 70,000 instead of 7,000

Its can get delayed for sure, Especially in Delhi. Once Delhi starts to see fog, then all major airports in the country would take the hit.
