You want it in wholesale or at wholesale like rates ?

Janpath is a good place, Sarojini Nagar Market is another for such things......

Shopping to resell?

Are you going to buy , and then resell at a shop in UK? Where is your shop located?

Gandhinagar market might be a good place for you to check out.

It is the biggest wholesale market for apparel and accessories in Asia.

Gandhi Nagar Delhi - 110031. FYI, This place is trans-yamuna (Yamuna is a river in delhi) and if you're using a cab to get there its called 'Yamuna-Paar'

Here are the directions from Connaught Place.

For bags visit Sadar Bazar. It's a Rs. 10 rickshaw ride from New Delhi Railway Station. Howver, I must warn you It's hugely chaotic market.

I have no idea about scarves......

UPDATE on my trip

I went to both Sadar Bazzar and Gandhinagar market (both a series of streets) but neither had what I was looking for as they only seem to sell stuff for the domestic market and nothing suitable for a UK market.
In the end I found the stuff I needed, hippie bags, scarf’s, nice summer skirts and dresses in the 'Main Bazar' Pahar Ganj. This place is a road leading away from and opposite New Delhi Train Station, and is close to the backpacker area. Although there are some wholesalers the majority are also shops which hold large quantities and discount heavily if you buy wholesale. I bought some small quantities (80 0r 90 pcs) in a couple of shops bags at 30 - 40 rupees about £0.50p that I can sell for about £5-£6 in uk, shipping worked out about £0.40p when you divided the cost by the quantities I shipped back, there are a few shipping places around the Main Bazzar, stuff got back to uk in 3 days, I hope this info is useful to somebody! Be careful, although I consider myself street savvy I managed to have my phone stolen when carrying a parcel to the shippers! The area has a lot of scammers, pick pockets and junkies but you will be ok!
