While it depends on the locality, I'd say New Delhi is generally preferable. I detest noisy, congested and polluted areas - and for this reason stay away from Karol Bagh, Pahar Ganj, Cannought Place and as well. The only problem with the hotels in the better areas is that they tend to be more expensive, less central location and sometimes not a good value for the money. I am personally willing to pay that premium for the surroundings, but preferences differ...

I have found that the hotels in Sunder Nagar match your requirements but are likely to be already booked for March.

Perhaps the best choice for a safe, off the street and convenient location is the New Delhi YMCA. This place charges R1,500 per single for dinner, bed and breakfast. The 1960's building is spacious and the dining room has fine old designer furniture. The rooms are rather shabby and the place is under renovation but not noisily so.

The YMCA accepts men, women and probably families. A temporary membership costs a few rupees. The atmosphere is not specially of the young unless a school party checks in. The staff like myself last saw youth forty years ago.

The "Y" has a pleasant front flower garden with a drive into the entrance manned usually by a Sikh doorman. Location on Jai Singh Road south-west of Connaught Place is within fifteen minutes walk of Rajiv Chowk, the Connaught Place Metro Station.

Gosh, I had never even been a YMCA member until I visited Delhi.
