Studying in Delhi

Namaste everybody. I am planning to apply for the indian government scholarship for my PhD. Does anybody know about it? ecause I couldn't find much of a useful info on the internet. I am a Turkish citizen. From what I heard from a friend who will be going there as research student the government pays 150 US$ for accomodation and about 150$ for living costs, but I might be wrong about it coz' my memory is not so good, but am quiet sure about the accomodation part. Now I know that this issue had been discussed many times, but from what I see, the prices are changing day by day there, because while people say you can hire a house for as cheap as 100$ in the threads dating back to 2 or 3 years ago, others say you can't in newer threads. So I am a freelancer translator interpreter at the moment but I've spent most of what i earnt on my MA studies. Now to be specific, could anybody give me an idea about how much housing would cost for a student who wants to stay near Nehru University? I want to hire a 1B or 2B house and I want to hang like other normal indian students of a middle class, upper middle class(somewhere in between ) because I don't know the lifestyle in India, in Turkey the prices are close to Europe in Istanbu but I live in Ankara whre housing is cheaper but of course f you live in the expat area it changes. I live in a 3B house for about 500$+ including the heating and utilities, but since I work as a translator, I can afford it, but if I move to India I guess I will have to depend on the scholarship and the money I plan to put aside for India. So what would you suggest? Considering that a PhD is a long process which might take more than 4 years, I will start spending as less as possible here and putting aside as much as possible if you think that the government scholarship might not be enough for an avarage living.
