Railway Yatri Niwas

Anyone stayed in Railway Yatri Niwas at NDLS ?

We are arriving on 23rd from Chennai and planning to go to Agra, Jaipur, Rishikesh, Mussorie - a 10 days vacation and planning to catch the train back to Chennai.

a. Are we eligible to stay in the Rail Yatri Niwas for 10 days ?
b. Are they any good ? (the costs seem to be cheap ?)

Getting a room here is quite difficult as railway officials visiting Delhi from other places stay at this place.
