As far as paharganj goes, there is no place to "party". You can eat decent food, stay in a cheap room, shop a lot... but no parties. The only thing open really late is Ajay Guest House next to Hari Rama. They have a 24 hour internet and reception is open... I think that's where the German Bakery is. Otherwise, to get away from the street noise, go up to the rooftop restaurants... again... no party up there, just an interesting view and pretty good food depending on which one. Anoop has a rooftop which has Thai food. Not bad.
