I am flying into Delhi in early Dec. to surprise my parents who live in Dehradun. My flight gets in around 10 pm and the first train out is at 6:30 am. I have the option of spending the night at the Arrivals Terminal at the airport or go directly to the New Delhi Railway Station and wait there. Is there an upper class waiting room or any other area where I could spend the night safely. Thanks for your help.

There certainly is both of what you ask. But Paharganj Hotels are just a few steps away. I would go there if I were you. No way stay at the airport, or just the waiting room at the railway station. The latter is pure masochism.
