Paharganj and happening... ??? Its a tourist Ghetto my friend...

OP, there is no one such place that comes to mind that fits your description. Nice streets and cheap hotels ? does it go hand in hand anywhere in the world ? specially in metros...

Cheap as in somewhere around 100 for streets food (Chats, rolls and stuffs) - 500/600 for a lunch/dinner in a restaurant.
I have heard a lot about Jama Masjid and its famous offerings. I wanted to know similar stuffs like this.

Khan Market

A great place to visit for some western style bar restaurants and upscale shops in the Khan Market. Found this place last because a favourite hang out if you a bit tired of the other India. close to metro too.

I concur - I think every neighborhood market would have a few chaatwalas around the corners; each sweets shop might have seating for chole bhature, etc. to masala dosas. Not to talk about the Hattis/Dhabas.
