i cant make head or tail of it.

first i see the tail end of the Chinese marriage thread deleted... and now i browse back after some time to find those posts at the head of a brand new thread.

Since you picked out only that one para, I take it the rest of my flaw-pointing-out in a long post passed muster.

No, I'm afraid another reading won't help, I'm sure my density? denseness? low-wattage is at fault here. Better you spell it out yourself, as I see that others have failed to comprehend it too (your reference/definition of cities with populations in millions as "small towns").

Unfortunately, rape tends to be a "behind closed doors" crime. However proactive the police are, before any deterrent can come into effect, two things have to occur.
  1. The reporting rate must be high.

Wow, that is rather harsh!

Nobody is defending the incidence of sexual assault, in Delhi or anywhere else. However, the point has been made that a high rate of reporting cannot be a reliable indicator of incidents.

Out of curiosity I looked at the "Times of India" 2nd July 2004 article, which singsub must have been referring to, it was listed on his page above. It is a huge leap of faith to believe what you read in the papers, but on the assumption that the reporting is correct, tourists appear to be far from the most likely of targets.

Travellers reading this forum will also be heartened to learn that the article stated that the majority of victims were illiterate.

None of which would offer any comfort to the Delhi residents who were attacked, but it does suggest that there is far less reason for travellers to avoid what has been reported as the "Rape Capital of India".
