If you're looking at Pahar Ganj and surrounds, have a look at any of these:
- Hotel Downtown - Hare Krishna Guest House - Welcome Inn. Cheers Zoltan

I reckon if you just show up in Main Bazaar (Paharganj is the name of the area, it lies next to New Delhi Railway Station) you'll easily find something in that bracket. Or around Connaught Place & Janpath, perhaps; tends to be more pricey though I think, but could be doable with your budget. Both are central and well-connected to the airport (if not close to it, but there's nothing much out there anyway). Scout around our Hotels section some (currently down, but should be up again soon). Or maybe someone will want to drop a name. I've stayed in the Hare Krishna Guest House in the past, nothing special, but passable. Rooms vary (and accordingly so do their prices), and it pays (anywhere in India really) to ask to see several rooms. So if they show you a windowless room first, ask what else is on offer. It still receives OK reports here, apparently better than I found it at the time really. As you can see, it has two sister hotels, both nearby I believe. Main Bazaar is full of similar hotels, all much of a muchness really I think, although there's some variation in classes. (Practically) right opposite the Hare Krishna is the Hare Rama where I've also stayed, very similar place indeed although I found it a tad more organized at the time, it's popular with Israelis. I guess with your budget you may be able to go a notch up above any of these (which can also be found on the same street), these are really backpacker hangouts. Adequate, and little more. Both feature a rooftop restaurant if they still do, but then most places here will anyway; these are usually open to non-guests too.

The Namaskar is another popular name yes. As said, they're all much the same, you should be alright
