With the normal traffic, there are renovations going on the way to the International terminal so traffic jams do take place. You should definitely get on to the que for checking in atleast 2-1/2 hours prior to your international departure with that add one more hour. You will also need some time to retrieve your baggage after you get off at the national terminal. Which airline are you flying in to Delhi & which one you are taking for the international flight?
