If it is at all like here, go to an eye-specialist doctor first for a thorough examination and check up. He will give you a prescription to take to a glasses shop.
The optician shops here just do a quick check for the prescription and that's ll.

I have used Lawrence & Mayo on Janpath for my contact lenses and glasses and they are very good, however, I am certain they are not the cheapest in Delhi but just my suggestion.

Cheap you can get everywhere. L&M, Dayal etc are the way expensive variety.
Here's what I use, FWIW:
Laxmi opticians (Karol bagh) - Damn sturdy specs, you need to bargain tho.
Vision Solutions (Malviya Nagar) - Good quality, and they *make* their own brand of lenses which are damn good (Used their lenses for three years!) They are more cost effective than laxmi and a jolly bunch too - mention me and you just might get some discount

I was pretty happy with Foursight Optical in Noida (Sector 18 near the Pizza Hut). I don't recall if they had an optometrist on staff but they did a great job filling my prescription. They were not exactly cheap though.
