Booking accomodation

Hi all
I wondering if someone can help me with accomodation in Delhi. I'm flying into Delhi on the 23rd of December at maybe 11pm. I have no credit card so I was wondering if there is any way I can book some over the phone or something.
I would also like advice on where is good to stay, I'm on quite a low budget so i would like to stay for maybe 1000Rps per night. I was originally thinking of Paharganj just from a quick read of Lonely planet but have been reading here that it is not so nice a place to stay. Its my first time in India but have just been a little in SE Asia if thats in any way comparable.

I've stayed at Prince Polonia last 2 yrs booked it again for this December well located but quiet, very clean, rooftop restaurant, you should pay around RS1100 inc tax you can email them at polinter@vsnl.com you don't need a credit card you can pay on arrival & it's in Paharganj area which is probably the best area to stay on your first visit they will arrange airport pickup for RS400 i would strongly advise you use this if it's first time. There are two schools of thought on this site regarding Paharganj people either love it or hate it,I've noticed it's mostly Indian members who describe it as "SEEDY" most westerners love it.....after the initial shock obviously but you'll get this wherever you stay in Delhi. Thanks for the replies, I think I may try Prince Polonia 2 seeing as its bookeable via an email. I will maybe try find somewhere cheaper when I get there because I was hoping you'd have advised somewhere closer to 400Rs, but for the first day I would prefer to just know exactly whereI'm staying
