A question about a night market around Jama Masjid

In 2007 we were in Delhi during Ramadan. We went to the visit the Jama Masjid area after sunset and there was a huge market spread all over and it was jammed packed full of people. The atmosphere was just awesome!

My question: Is this a market set up only during Ramadan when people don't eat during the day, or is it always present?

My sense is that it is there throughout the year - I saw it mid Feb 07; and this past Feb too... Locals might correct me if I'm wrong...
