Yes they are that bad .Two weeks ago We decided to take a bus from the border to Gorkhpur as it was cheaper . On the walk to the bus station were offered taxis /cars at about 500/800 IRS ,declined and was offered a mini bus for 50 IRS which we accepted .It only took about three hours but it took the record for how many people you can get in an Indian bus .The operaters were as help full as possible one even started to clean the puke of me when another passenger was unable to make the door ,and am still unsure of the fate of some children who were buried in the back .

take a taxi !!

You have plenty of local buses at the border for around 40 rupees. Depending of the hour of the day the buses are crowdy or just full.
I did it las March and April both ways and was fine, better very early in the morning from Gorakhpur to Sunauli.

Can't begin the tell the horror stories of the buses on that route - better take the taxi or be prepared to travel with all manners of living beings including goats as I did on one trip!
