Safe to travel in Nepal, Maoist Movement?!

I just read "Travel Warning" issued by the US government (Link) urging US citizens to avoid non-official travel Nepal, especially in the Terai region along the southern border with India. This is not good news to me as I was planning on traveling overland from Varanasi to Kathmandu c. March 2008.

Next year I plan to volunteer at a village called Nangi, outside of Beni in Nepal, over the months of March, April and May. Can anyone who is familiar with this area tell me if it would be safe for me to travel solo in the Terai, Varanasi-Lumbini-Beni???

travel warnings are always exaggerated and often out-of--date (in Australia anyhow). I have never heard of tourists being harmed by Maoists - hit up for baksheesh yes.

I think most places that are accessible to foreigners tend to be fairly safe, and you get a feel of the situation once you are in the region - be sensible and you'll be safe

Things are calm there from what I hear, there are some IM'ers who have travelled in that region recently and may be along to give their insights. The only slight concern that I would have is that the elections are "scheduled" for some time in March - but even then any major shenanigans would be centered in the Kathmandu valley.
