Unless you've taken fullpermission, u'll be stopped much before. afaik, nearest entry is in munsyari region of UA, that too treacherous. the kathmandu, mahinder highway is via gorakhpur. your bike can be stopped much before that, as the business thrives on spotters.
afaik, not much cost, and bare paperwork at the border for indians. for u guys, donno really!

Not sure about forigners, for Indians its just a matter of paying a small fee and registering at the border, Delhi to Nepal on two wheels
