Bangladesh: Visit Bandarban and surroundings

Does anybody know how far from Bandarban we can travel without a Chittagong Hill tract permit? Is it possible to visit Ruma (not Ramu) and Alikadam without any CHT permit ? If not, where can we arrange a CHT permit ? How long it takes and how much it cost ? Thanks.
