Using VISA card in ATM's

Hi everyone, i mentioned this in a reply to another post yesterday but cannot find it today so see if what i said was confirmed.
I have seen a lot of posts relating to how one access's their cash while travelling through India, and when using ATM's people seem quite willing to pay the 5 dollar fee or whatever it is for the privilige of withdrawing cash form their accounts. What i do when i am abroad is i transfer money from my current/savings account into my visa account, and as long as there is a positive balance on your visa card then you are not charged any fee for using it. Of course you have to have your VISA account set up so that you can withdraw money but this is something the bank can easily do for you. This is how i plan to access cash while travelling through India, with maybe some backup US dollars for emergencies. Does this not make the most sense while in India also??

first, i will assume that banking system in ireland is somewhat similar to the UK's. or, at least, it is closer to the english than to the north american system (dunno about the latter).

second, $5 is probably the upper range of cash withdrawal fee... i have never paid that much while in india on my Cirrus card (from a uk bank). and i did check my bank statement for fees.

third, you WILL pay SOME fee for cash withdrawal on your VISA card; what you will not pay is the interest on cash advance - if your balance is positive. i suggest you check with your VISA issuing bank but i will be VERY surprised if they won't charge you anything. there are no free breakfasts, as we say in russia

This is for the local bank’s ATM charges. No fee charged if used with the ATMs of the same bank.Annual card fee is Rs99

VISA charges Rs50 on each cash withdrawal and Rs25 for each balance enquiry through any other ATMs which accepts VISA

the key point here is that you have a positive balance already on your VISA account, that you have already lodged money to it and have that + your credit limit available to you. As long as you do not dip into the beginning of the credit amount you will not pay a fee for using the ATM fee. The only way you may lose money is on the exchange rate. You will pay your yearly VISA charge anyway, mine is 50 euro i think. This is how my bank in Ireland operates and this is how i have accessed cash while abroad, except for a year abroad in Germany when i was young and vulnerable and used my cirrus card without realising they were charging £2 per withdrawal.

That reminds of a few years ago, my son, then 16, went to Spain for 6 weeks with a Spanish class. Everything was paid for, but I gave him my ATM card for "incidentals."

Not wanting to carry around too much cash, he took out small amounts fairly often. I had forgotten to tell him about the service charges. It was a learning experience for both of us.

(But - he had a great time!)
