Welcome to IM RicoSadao! India is one big thrift market & the more honed your higgling skills become .... the more thriftier she becomes. Might help to specify what exactly you are looking for as different markets cater to different specialties?

Too many places that sell very cheap new stuff.

I doubt that India has vast amounts of second-hand American clothing

Lots of manufacturers 'seconds' clothing sales there that go for cheaper than used clothing would in North America.

'Used' clothing of any sort or origin is not something that would be necessary or of any worth or desire in India one would think.

Yes... used clothing is something that is handed down to those who can't afford to buy.

To Ricosadao: Peak is absolutely spot on right. India is really cheap if you know where to look. Too many factory 'seconds' / 'rejects' around at rock bottom prices. Check the street vendors in Fort in Mumbai, they sell trousers @ INR 50 sometimes INR 30, they buy these by weight in bulk and the resell. Ive bought some really good pure linen trousers several times which are still going strong, although must confess it requires an effort to sift through the stuff. Similarly, opposite the High Court, several vendors sell brand name mens office shirts for a flat rate of INR 70.00 Some of these are really good stuff. Even if you buy them thinking they will last 6 months, more often than not they last a good deal longer. Cheap and trendy fashion garments are also available as export surplus in several locations in Mumbai, as undoubtedly, elsewhere in India. Sarojini Market in Delhi comes to mind.
In any event, the average Indian would tend to avoid buying "used" clothing, and since cheap clothing is available so easily, the market for "used" clothing has not really developed. A lot of people give away their used clothing to poor people in their immediate vicinity such as their domestic servants, watchmen, garbage collectors, or to charitable institutions.

used clothes are even passed on generations. Some good suits and shirts were born by Grand dad, then my dad and sometimes I also use them.

My uncles passed on their clothes to me, I passed them on to my cousins...
