I am asking this question out of intense curiousity---
I have been told that there are some areas in India where Opium and Marijuana are completely legal, and can be bought in stores?
Is this true?
If so, which areas are these??
Do any of these areas fall on the below list (my mutable itinerary):
Andhra Pradesh
Himachal Pradesh
Karnataka
Maharashtra
New Delhi
Tamil Nadu
Uttaranchal

I can't speak for the rest of the subcontinent, but as a resident of Andhra Pradesh I'm pretty certain you won't find what you''re looking for in any shops! The place to pick up green here in Vishakapatnam is at the railway station. As in most places the dealers are easily accessible here <selling to the street kids>.... but I would be very cautious about intimating your request anywhere except the obvious touristy places: goa etc..
My mate was in Mumbai and said you couldn't move without seeing kids fucked on opium, but nothing of the kind here.
There aren't many toker students in my city, but I didn't have much trouble meeting them.... they are the spoilt rich kids who wish they lived in a 'real city'. try a couple of posh hotel discos to network.

I will make a general assumption here and guess that you are referring to Bhang.
There are government runs shops (mainly for tourists) located in some heavy tourist areas. I don't think you can buy things that you can smoke from them, but you can buy a variety of different things (lassi's, brownies, cookies, etc....) that will pack a punch.

Well, I'm not into the drugs stuff, but I remember a "Beyond Borders" episode where Chris went into Rajasthan, at a (Bishnoi I guess) village, the old man invited a bit drink to Chris, he said it contained a bit of opium, not enough to get intoxicated.
Was that legal?? I think is kind of a ritual.

OK, I've been to India three times now and to tell you all the truth I wouldn`t have minded trying out one of those famous bhaang Lassis. The problem though was that I always felt sorta uncomfortable asking if they had them on offer AND I never saw them promoted openly. So my question is "how do you know if they offer them or not?". Is it written out on a signboard or should I just jump over my shadow and ask?

to answer the question to the best of my knowledge.
Ganja (aka, Bhang), which are the buds and leaves of the Cannabis plant IS legal in Rajasthan and Uttaranchal Pradesh. It is currently in the process of being legalised in Himachal Pradesh, but is not currently legal there. Elsewhere, I don't know.
However..... keep in mind.... although Ganja is legal in at least those two states, Charas (Hashish) is NOT.
As far as Bhang lassis go.. the places where they are most accessible are in Rishikesh (Uttaranchal) and Rasjasthan (primarily Ajmer, Pushkar, Jaisalmer) look on the menu for "Special Lassi". If you see this, you can nonchalantly ask, "excuse me, what exactly is in the special lassi?".
Keep in mind, don't get too confident and ask for a 'super strong' one or anything like that, because unscrupulous vendors will mix in Datura flowers or Ketamine so that the drink lives up to your expectations.
As we all should know, moderate use of Ganja is relatively safe, the main harm is that smoking it causes lung damage.
It is also likely that the Bhang Lassi is the same as the "Soma" mention in the Sama Veda. To this day Bhang preparations are consumed ritually by many devout Hindus on special days like Shiva Ratri.
However, despite this, there is still a lot of money to be made off baksheesh from busting foreign tourists smoking charas, so if you decide to engage in this sort of behaviour, do it discreetly for your own safety.
however, Do NOT mistake opium as being safe or smart to try in India or on a Thailand Hilltribe trek or where ever.
It is highly physically addictive and does not have redeeming merits. It is the same stuff as HEROIN. Not smart to get into, it can be hard to get out of, and can easily and quickly ruin your life.
It is also illegal everywhere in India to my knowledge.

Bhang is legal, and sold openly in Puri (Orissa) and I have heard that the bhang shops also sell opium.
There is a bhang shop in Varanasi, not far from the river. They sell some sort of cookies or cakes there, or did the last time I was in that town.
Opium is also legal in Bengal.

I had a bhaang Lassis in Varanasi. It was on the menu in the hotel I stayed in. It was I guess tourist strength cas I got nothing off it except a good sleep. But it was a GOOD sleep so... great!

Opium is nowhere legal and cannot be bought in any store. This is not the '70s.
