Hi,
There is no problem to go Katra from Jammu at 6PM. You will find lots of buses . If you want to stay at Jammu that night that is also ok. But my advise is get a bus & go to Katra. A Delux Bus (Video Coach ) costs around Rs 30/- ( October , 2004). If you want to clinb up on the same night then purchase the Parchi from the Temple Office at Katra Bus Stand. Otherwise stay that night at any hotel & clinmb up in the next morning. If you want to go up in the next morning then take the parchi in early morning. Though ther are buses from Katra/Jammu the Dalhousie but very few. Also takes lot of time. We hired a car for droping & it took around Rs 3000/- time taken 8 hrs. Dharmshala - Dalhousie Taxi /Car drop costs around Rs2200/- time taken 5 hrs apprx. There are lot of good Hotels in Dalhaosie and if you are not going in pick season no need to book in advance . Go there see the hotel & rooms talk with them regarding package & daily rental basis . Choose the best suited one.

You may also take the train from Jammu Tawi to Pathankot and then a bus/taxi to Dalhousie.
I sugest HPTDC's Hotel Manimahesh at Dalhousie.
