there are certain areas where a permit is required
these are mainly in the north east states...I think some are closed to foreigners or at least were up uintil a few years ago

It wasn't long ago that Ladakh was closed to foreigners

Many of the Andamon islands are closed to foreigners and you are limtied to a month visit
You also need a permit

The lakshadweep islands are out of bounds if i remember right
there are also some areas in the himalaya which are closed to everyone to protect the habitat.

other than that you are free to roam and in a country the size of India you never run out of places to roam

I don't think it matters where you come from. the only differences there, are the types and length of stay permitted on visas

If at all there is a big restriction it is for the Pakistani nationals visiting India. They are allowed to visit only 3 (?) or so places in a visit. Also they need a to register at a local police staion. Similar rules are there in Pakistan too for the visiting Indians.

No visa needed for Indian & Nepal people to visit each other's countries.

Some places like the Tibiten townships in india, foreigners need special prior permision.

Other than the rest told by others above, you can just like that roam anywhere.

There is nothing called state entry permit for people to enter diffrent federal states. But if you are driving own vehicle, at the state entry points you need to obtain entry permits.

The official India tourism site is fairly detailed with this info. Definitely check this before you plan your itinerary, especially if you want to visit the north-eastern states:
