No conditions as such, maybe an id card at some places due to a IT
security act.The cost here in karnataka is 15 rs per hour and 20rs/hr at some places. Other boardies will be better equipped to answer the other 2 questions. Have a happy trip to India!!!!!!!. |

can connect to internet in some airport. chennai (domestic and international), delhi, hyderabad (saw something opening recently) for sure.
laptops are possible in most internet cafes of a decent size, but perhaps not in the company owned/franchised ones like satyam infoway or such. |

My experience is based mainly on Bombay but I would imagine things are similar in most Indian cities. A typical internet cafe will be a small, shabby room with a few computers. Prices are around 20 rupees an hour. There are nicer places like Reliance Webworld but they obviously charge more.
The great thing is that in a big city at least, there will be a cafe within walking distance almost anywhere you go. Highly convenient for things like checking e-mail but the typical cafe isn't the sort of place where you can sit comfortably for a few hours. |

I've only been to Tamil Nadu, but internet cafes are all over, even in smaller towns. However, internet speed might be severely compromised in smaller towns. In Kodaikanal it was so slow, I did not even bother.

Watch out for holidays, you might be blocked for a couple of days because of system pverload. Upload speeds crawl, bring knitting if you intend to upload large files. Otherwise not too much problem staying wired.
