Indian Holidays in May/June

I was recently told by an Indian friend that I would have a hard time getting train tickets and hotel accomodations in May & June due to many Indians going on holiday at this time and that as a result I better book everything now rather than play it by ear.

Is this true?

True,
In April/May (not so in June though), and in late Oct (early Nov), schools colleges in India have holidays, and people travel in hordes. Sometimes it's impossible to find a ticket even on a waitlist.
If you think you like travelling by Railway, Dec-March is a great time.

Not really. The season lasts till mid-June in general and in some cases, like the North Indian hills, extends to end-June as well.
When and where are you planning to go?

destinations

basically we'll be in:

Rajasthan, Himachal Pradesh, West Bengal, Uttar Pradesh from May 26th to June 26th.

Will the tourist quota on the trains help us? do you have experience with it?

Being Indian, I've never used the tourist quota.

You should book in advance for your rail journeys in U.P., W.B. and the Delhi-Shimla route in H.P. Better to book your hotel at Shimla too. (Assuming you are visiting Shimla). This will be off-season for Rajasthan, as it will be extermely hot, so accomodation will not be a problem here.
