The police has failed to solve the mystery shrouding the disappearance of foreign tourists in the interior areas of the Kulu district. The police has been receiving reports about 16 missing foreign tourists since 1992.

Probably, these people may be taking opium (ganja) and seeing there available in plenty, and decided to dump themselves over there. Thus, creating a headache for the world (for their dissappearence) without themselves bothering about it.

Opium & Ganja are two different substances. What was once a discrete indulgence now it has tuned out to be a multi million buck illegal trade. As with any big buck illegal trade there are mafia like gangs involved. There are two reasons why people dis appear. Firstly they over stay their visas & become illegal residents & take up accomodation in difficult to reach areas & indulge in the trade. Secondly some get caught in tussle among the drug dealer factions & get killed. This is certainly a major problem now.

So all these police "crackdowns" don't seem to be making even a dent in the trade, huh? If the locals are experimenting with different types, then the police must be in on it.

Jyotida is right.

Himachal Police and Narcotics Bureau have made several crackdowns but the effort seemed to have gone nowhere. SOme of the villages are on a very remote location and reaching there is very difficult and the villagers are clever enough to raise their "cash crop" in more remote areas.

Actually the local economy has become so dependent on narco money that it is almost impossible for the police to get local help. Small timers have all gone & now the whole thing is in the hands of organised syndicates. I was told that now the Nepali mafias have descended to Himachal.
I sincerely advise all travellers to stay away from these. Do not assume that smoking dope in India is safe. It is illegal. Take care & don't ruin your holiday & possibly career by getting involved.

Agree with Jyoti completely.

There is also a conception among some foreign tourists that Indian law can be always bought. Not true. And penalties can be pretty severe.

Even in cases where it can be bought, a tourist far away from home is a good target for the mafia and the cops alike.

So, either way, (s)he can't win.

I had been to Kodaikanal recently (Nov 2006) and the local guide arranged for us, told us of an influx of German and Israeli tourists holing up high in the hills just to smoke joints.

This year he said the tourists of all kinds (domestic as well as foreign) are good, so any robbing/murder is unlikely he said.

Tamil Nadu, especially Kodaikanal, Theni, Cumbum (yes, there is place with that name) are big on Ganja growing. Tanjore, Rameshwaram, Madurai is big on trafficking it. My home state is a supporter of the LTTE even though it's a banned org in the country. One of the ways, money is raised for them is through drugs.

My point is, anyone trying to score drugs better be careful especially when you're involved/snared in troubled international intrigue. Wrong place and your body goes into a ravine or bio digester.

AND if you're known to the police as a drug user and you get knackered somewhere, you can rest assured that the investigation will be a whitewash and a character assasination of you to your relatives.
