There are a few options that I would look into, Jammu & Kashmir, Himachal Pradesh and Uttar Pradesh in the north and the high country in the southern regions, though I should suspect that the north especially Jammu & Kashmir might be less densely populated with the people from the planes seeking a cooler climate. And Jammu & Kashmir could be an amazing buzz.

Anywhere in Himachal Pradesh or Ladakh, really.
Manali, Naggar, Dharamshala (McLeod Ganj) or further North up towards Leh would be great that time of year. If you're feeling brave, Kashmir's meant to be out of this world in July, too.
I was in India in July last year and loved it. Before I went I had a sneaking suspicion that I'd gone at precisely the wrong time (due to the heat and the monsoon) but I was proved totally wrong - the mountains turned out to be my favourite part of the trip.
Lots of good options that time of year. Have fun.

Where to in July
Lot of people had suggested destinations...
1. If you are interested in Mountains..I think LADAKH will be too much. Himachal Pradesh,Garhwal and Kumaon Himalayas are fine for visiting in July. It will be burning heat in plains and may be humid to good extent if we got rains...
2. Kerala is also a good choice.
3. Sahyadri Mountains in Western Ghats are also a good options specially if you are interested in visiting to some place which is not featured on many websites and travelogues !
This region has waterfalls and lush green valleys in July and people are simple, down to earth and very very hard working. You may find some regions still living with very few modern equipments.
Depending on your budget and what you expect ..

Kerala or hill stations
Hi
Hill stations r the best bet. head to Himachal.
Rains in the South west - Kerala, Goa and Bombay can be intolerable.

Ladakh
Whole of India is massively effected by the monsoon in july - except Ladakh!
I went many times to Himachal in July but never there was a good weather - damp, rainy, foggy!

Actually, thinking about it, nyiltsa's right. HP would be getting the rain by then. Had some really apocalyptic thunderstorms in Dharamshala in July. I wouldn't let that put you off, though - HP can be really beautiful when it's taken a bit of a soaking.
If you really don't want to get wet, Ladakh should be fine.
