Getting Foreign Currency in India

I have been trying to get dollars for a long time and have been told that you can only get them when you produce a ticket that you want to travel out of India. Is there a way of getting foreign currency in this country? I have to feed some people back home.

Have you asked your bank about transfers to a foreign bank?
