February mid-month or March mid-month for Amritsar and Chandigarh

Is the weather likely to be clearer and better for photography in mid-February or mid-March in Amritsar and Chandigarh?

We have looked at weatherunderground.com monthly histories but can't get a clear idea of the reality of rain/fog vs. sun/heat.

We are Vermonters - cold is not a problem, but we want to avoid rain and gray days. We will be coming from [or heading to] Orissa via Delhi.

Mid February or Mid March whenever you come will not get rain in Rajasthan or Amritasar.Mid February will be relatively colder than mid March so more comfortable.

All of Punjab really fogs up on cold winter mornings in Dec Jan Feb
March wud be a better option for clear days and sunshine.

Fog is indeed a big worry. We had trouble with it in Delhi 2 trips ago.

The histories for 2006, 2005 and 2003 showed vastly different temps and cloudy/clear conditions for the 3 years for Feb and March which left us puzzled.

Sounds like March is a better bet for clarity of sky [though some clouds can make a better photo] Will we roast in mid to late March?
